Department Rules

All employees must maintain a clean criminal record while employed with the state police.

All employees must commit to a minimum of 20 hours of on duty time each week.

Each shift must be a minimum of 2 hour.
-

All employees must adhere to ALL laws of the state while on duty.
-
All employees must be in appropriate uniform during their entire shift.
-
Employees must be in their assigned vehicle for the entirety of their shift.
-
Employees must follow and respect the chain of command.
-
This includes chain of command from other departments.
-
Uniforms
Below are the default uniforms assigned to you rank. These are to be worn Monday through Friday, no questions asked. On Saturday and Sunday, you are permitted to wear the different variations of the uniform such as Polo's, Tee Shirts, Jackets, etc etc that you find in the clothing store.
Weekend uniforms MUST match your assigned rank color (black, grey, white)

Ranking
This section will explain the responsibilities of each position/rank within the department.
Sheriff

The Sheriff is an elected official tasked with Overseeing all operation of the 7 Cities Sheriff's office.
Deputy Sheriff
-
The Deputy Sheriff is a position assigned by the current standing Sheriff.

This rank is tasked with all administrative duties of the department
Captain
-
This rank is tasked with overseeing all administrative duties of a set precinct within the department.
lieutenant
-
This rank is tasked with overall operation of a specific division within the department.
Sergent
-
This position is tasked with handling all administrative duties of a specific division.
Corporal
-
This not a supervisory position, but a merit awarded position with addition responsibility.
-
In this position, you will sometimes be tasked with FTO duties for cadets.
-
Corporal take command on all or most incidents taking place within the state involving the department.
Deputy
-
This position is awarded to all members who have successfully completed and passed Deputy training.
Cadet
-
This position is giving to a member who is freshly hired to the Sheriff's Office after completing and passing basic law enforcement training.
Department Divisions
This section will outline the divisions and their responsibilities within the department.
Patrol Division
-
This division's main focus is to maintain the safety of citizens though out their day to day activities.
-
Enforce traffic safety procedures.
-
Respond to calls of distress from citizens
-
Back up specialty divisions on call outs.
-
Provide scene perimeter when needed for incidents such as fires, crime scenes, etc
-
Assist with VIP escort throughout the state.
-
K9 Division
-
The k9 division is responsible for assisting other units in pursuit as well as drug detection.
-
K9 unit can only be used in a foot pursuit if they are approved by dispatch and/or higher command.
-
K9 unit can only use K9 to search a citizen if they are approved by dispatch and/or higher command.
-
-
All K9 units must use an SUV LEO vehicle while on patrol.
-
k9 handlers may only obtain 1 K9 companion.
-
handlers are 100% responsible for their companions.
-
This includes feeding and keeping them healthy.
-
Department Of Corrections
-
The department of corrections is responsible for keeping order in the state prison.
-
Members are required to patrol the grounds regularly on foot.
-
Members are to respond expeditiously to possible prison breaks.
-
if an inmate is proven to have been a part of a prison break, it must be documented in the MDT system and their original prison sentence doubled.
-

Members are expected to break up any altercations between inmates.
-
Altercations must be noted in the MDT system and an additional 10 minutes for each altercations will be added to their time.

Department Of Justice
-
The department of justice is responsible for keeping order inside and out of the court room.
-
While not assigned to a case, members are expected to foot patrol they entire premises of the court house.
-
While assigned to a case, You stand inside the court room next to the judge's bench.
-
While doing this, you are to keep watch over the court room as well as assist the judge with any requests they may have.
-

Air Division
-
The air unit is responsible for providing addition visual support to the ground teams.
-
There is only permitted to be 2 air units in the sky at any given time.
-
The main responsibility for air units in to provide visual.
-
The only additional responsibility would be to take over call outs if ground units loose visual.
-
Once ground units regain visual, air units are to go back to simply keeping visual.
-

Air units can only attach to a scene if requested by ground units.
-
Only one air unit is permitted to attach to a single scenario.
-
-
You are not permitted to obtain an Air Unit unless you have passed certification.
-
Heat Division
-
The heat division is responsible for maintaining visual in high speed chases.
-
They are expected to take lead in all chases.
-

Only one heat unit is permitted to attach to a chase.
-
The unit is only permitted to attach when requested by other units.
-
-
You are not permitted to poses a heat unit unless
-
You are not permitted to have a heat unit in your possession unless you have passed the certification.
Department Uniforms
This section will outline the different uniforms permitted by the department. These uniforms are to be worn Monday-Thursday. Friday-Sunday, you are permitted to dress down or wear different variations of the uniform. You mus always show your department and badge no matter what you decide to wear unless stated otherwise.
Going On Duty
In order to ensure you are prepared for your shift, we have compiled this checklist.
Going On Duty- When going on duty, there is a certain order to do pre-duty tasks.

Causal Interactions
Traffic Stop
-
In order to initiate a traffic stop, you MUST have probable cause to do so.
-
You must have witnessed the vehicle committing a traffic infraction.
-
There is a bolo out for said vehicle.
-
You witnessed the vehicle leave the scene of a crime. (you may question about what happened, but cannot arrest nor detain)
-
On Patrol
Going On Duty- When going on duty, there is a certain order to do pre-duty tasks.

Remember, while you're on duty, you are the one responsible for ensuring that the laws of the state are followed by all citizens. if you witness or receive notice that laws s are not being followed, you are required to take action on them.
While you are on patrol, its is your duty to ensure the laws of the state are being followed by all citizens.
-
If you witness a person or vehicle committing and infringement of the laws, you are required to initiate interaction with said entity.
If you initiate interaction with a vehicle...
-
You must turn on your ELS and tail the vehicle until it comes to a stop on the side of the road.
-
You must then call into dispatch stating your call sign, your issue, a brief definition of the vehicle and and any request for assistance.
-
Example: "Dispatch. Show State-239 on a traffic stop west bound on Elgine Ave with a white Honda occupied 2 times, run me an additional"
-
-
If there are more officers than you you should always request an additional.
-
The reason for this is to ensure the safety of all officers as well as ensure back up is there if the suspect attempts to flee.
-
If you are the backup in this situation, you are not to leave your vehicle.
-
Pull up behind the vehicle of the first officer at a 35 degree angle pointing the front of your car outwards.
-
Be vigilant! If you see the suspect's car move without being told by the initiating officer that the stop is code 4, assume they are fleeing and initiate pursuit.
-
The initiating officer in turn should be vocal. if they start to run, a simple, "running" over the radio will help.
-

Obtaining Identification
-
A citizen is not required to identify themselves unless they have committed an offense.
-
Someone who is only suspected of committing an offense cannot be forced to identify themselves.
-
The offense must be committed beyond a reasonable doubt.
-
-
If a person has committed an offense and its confirmed beyond a reasonable doubt, they are required by law to identify themselves.
-
Failure to identify under these circumstances is an additional offense and is arrest-able.
-
Removing an offender from their vehicle.
-
If you need to have an offender leave their vehicle, you must again have cause beyond a reasonable doubt.
-
If the situation meets these requirements, you and the offender declines, it be comes an additional offense and is arrest-able.
Searching a Person
-
A person can be searched if one of the terms following is met.
-
The offender has been placed under arrest.
-
You have confirmed that beyond a reasonable doubt that the offender has illegal/unauthorized items on them.
-
-
A male should not search a female offender.
-
The only acceptation to this is if there are no female law enforcement clocked in at the time.
-
Additionally, if a male has to search a female, it must be done in private and out of public view.
-
-
When searching, you are to remove any items that are illegal or unauthorized from the offender.
-
Remember, having illegal/unauthorized items is another offense.
-
-
Keep in mind, you may never search anyone or their property without informing them you are doing it first.
Searching a Vehicle.
-
If you feel an offender is hiding something in their vehicle, you can search it if one of 2 things happen
-
The offender has been placed under arrest already.
-
You have confirmed beyond a reasonable doubt that the offender is carrying an illegal/unauthorized item.
-
The best way to achieve this is with a K-9 Unit as it will react to illegal items/substances in a designated area.
-
Responding
Response Codes
-
Code 1: With regular driving. No lights or sirens required.
-
This is for non emergency responses. Usually what you would use for 911 calls.
-
-
Code 2: Activate Lights without increased speeds.
-
This is for emergencies that need quick, but not urgent interference.
-
-
Code 3: Activate Lights & Siren
-
This is for emergencies requiring quick interference
-
-
Code 4: This is called when a situation has been resolved.
-
This is to only be used by the scene command.
-
-
Code 5: Felony Stop
-
This code is used during traffic stops to alert nearby officers that you have pulled over a wanted individual. Near by units are expected to respond and provide back up.
-
Trap Robberies
-
These robberies do not require much RP.
-
The only time any further RP will occurs is if one of the assailants gets into a vehicle and leaves the scene.
-
If this happens, all Pursuit procedures go into affect, including charges/ares/etc etc
-
-
When responding, law enforcement will be armed and ready to take out all assailants involved.
-
There is no negotiation during these incidents.
-
Once over, you are not to search any suspects or their vehicles.
-
You cannot impound vehicles involved in the trap robbery.
7-11 Robberies
-
These robberies are a bit more detailed and require more RP
-
When responding, you should set up in a staging position once on scene
-
The first LEO on scene takes scene command.
-
Negotiations are allowed for this robbery.
-
LEO is not to shoot unless shot upon.
-
The end goal here is get the suspects into a pursuit
Fleeca Bank Robberies
-
These robberies are a bit more detailed and require more RP
-
When responding, you should set up in a staging position once on scene
-
The first LEO on scene takes scene command.
-
Negotiations are allowed for this robbery.
-
LEO is not to shoot unless shot upon.
-
The end goal here is get the suspects into a pursuit
Blaine County Savings and Loans, Betta Heist, Humanelabs Heist, Vangelico Heist, pacific Standard Bank Heist.
-
This robbery requires a little more planning on the part of the criminals, so anything should be expected.
-
These robberies are a bit more detailed and require more RP
-
When responding, you should set up in a staging position once on scene
-
The first LEO on scene takes scene command.
-
Negotiations are allowed for this robbery.
-
LEO is not to shoot unless shot upon.
-
The end goal here is get the suspects into a pursuit.
Suspicious Person
-
No more than 2 LEO should respond to a suspicious person call.
-
This should always be code 2 and switch to code 1 once close to the call location.
-
Once close, it is preferred that you go on foot as not to startle the suspected person.
-
Before you can act on this, you MUST witness the suspected person committing an offense.
-
Without this, nothing can be done legally other than questioning. This includes detaining.
-
The act must be recorded some how for evidence. Rather it be medal, screen recording, or stream.
Shots Fired
-
This is one of the most dangerous calls you will ever go on. You should always wait for back, but if there is non available, assess the situation to determine if you can handle it first.
